Conclusions: I received the phone after 4 weeks, phone is unlocked, can flash other roms on it. Nothing locked.
However the seller didn't bother to check whether the micro SD card holder was working. Micro SD holder was broken so I had to replace that myself. Other than that the phone seems to be in good condition. Issues aside, I'm happy with the phone.
